An alert is strong evidence that the source system reported an event. It is not the same as a certified release log. Armstrong County SAVIN Advocate

Armstrong County publishes a local victim-notification page that adds a county layer to the statewide service. It expressly names four alert events: release, transfer, escape, and death. Armstrong State Parole Notifications

State prison and state parole cases have another notification layer through the Pennsylvania Office of Victim Advocate, or OVA. Armstrong County specifically warns that registering for PA SAVIN does not enroll someone with OVA. One registration cannot be treated as the other.

PA SAVIN focuses on automated custody and movement events. OVA can address additional state-case information for registered victims, including parole eligibility, release programming, and parole decisions. The OVA notification channel is therefore important when the person moved from Armstrong County Jail into a Pennsylvania state sentence.

Neither system creates a public archive of every parole decision. Obtain the written Board Action through the appropriate case or notification channel, then use the PA DOC locator for the actual Release Date after institutional release. A favorable parole decision may still precede exit because a home plan, program, detainer, or other prerequisite remains.

Confirm Armstrong VINELink Releases

VINELink does not cover every custody system. Federal-sentence records belong in the BOP Inmate Locator, and immigration custody belongs in ICE’s locator. A federal result that says “Not in BOP Custody” concerns BOP only. An ICE search has its own inputs and includes released-from-ICE records only within a limited recent period. Neither result proves release from Armstrong County Jail.

Timing can also lag because the source agencies transmit data into the notification system. A person transferred between county and state systems may generate sequential notices instead of one simple release event. Pennsylvania publishes no service-level guarantee for the legal timestamp. The exact county date and type belong in the jail’s release or movement record.
